I think this man is making "larb moo", a traditional north-eastern Thai dish of minced pork, mint, shallots, chili and lime juice, and he's putting a lot of effort into it. Usually eaten with sticky rice it is a classic and very popular dish. There is also a great catfish version and I sometimes come across a vegetarian one made with mushrooms.
My favourite detail in this GIF is the way his zip toggles jiggle about.
