This photograph is actually a
reflection of the scene taken in the clear plastic front of an unused
advertisement board (the large almost rectangular shape taking up most of the
picture is another one on the other side of the walkway), which explains its
blurry, warped graininess.
A darker version of this picture which
would have looked more sinister.
